Background

The UN system in Tanzania and the Government of Tanzania through Kigoma Regional Secretariat and Local Government Authorities in the region have been implementing Joint Programme for Kigoma with the aim of supporting long-term development needs of the host communities mainly in the refugee hosting districts. This is being executed through a comprehensive and durable support to the region of Kigoma, looking at the priorities and needs of the region and matching it with the comparative advantages of the United Nations Country Management Team (UNCMT). The Kigoma JP started its operations as of 1 July 2017 and will run for 5 years until end of June 2022. The UN Joint Programme for Kigoma takes its base in the UNDAP II for Tanzania, the UN Development Assistance Plan, as well as the Sustainable Development Goals (SDGs) and the Tanzania Government’s 5- year strategy as well as the regional priorities for Kigoma.

The JP consists of the 7 themes of sustainable energy and environment, youth and women’s economic empowerment, elimination of violence against women and children, education with a focus on adolescent girls, WASH (Water, Sanitation and Hygiene), agriculture and health+ (health, nutrition and HIV/AIDS). The programme is currently being financed through Participating UN Agencies internal funds and Governments of Norway, Ireland, Sweden and South Korea (KOICA). In order to support coordination of the involved UN Agencies and to enhance the implementation and reporting of the program, the Resident Coordinator’s Office (RCO) recruited a UN Area Coordinator (UNAC) for the Kigoma region who is supported by UN Coordination Analyst. The team works very closely with the Government Focal Persons for the program at the Regional Secretariat and the Local Government Authorities. Resident Coordinator’s Office (RCO) wishes to recruit a Programme Associate who will report directly to the UNAC.

Duties and Responsibilities
Under the direct supervision of UN Area Coordinator (UNAC), the Programme Associate will undertake the following tasks:
Programme Support:
  • Support the UN Area Coordinator in monitoring programme strategies and implementation of the Kigoma Joint Programme.
  • Provide administrative support to JP participating agencies in preparation of programme workplans.
  • Provide Monitoring and Evaluation feedback to the UN Area Coordinator on programme strategies and activities;
  • Assist in preparation of reports, compilation of background materials, working papers and statistical data for various programme meetings/ briefs including Voices from the Field, E- Journal, and Factsheets.
  • Provide administrative support for the Resident Coordinator’s Office members based in Kigoma.
  • Provide administrative and logistical support for workshops, orientations and training, and any other special events organized by the UNAC.
  • Assist with drafting minutes of meetings and draft brief summaries of meeting outcome and action points;
Financial Administration:
  • Knowledge in the utilization of Atlas
  • Follow-up with Programme Support on status of budget utilization in Atlas
  • Vendor and TR creation in Atlas
  • Creation of requisitions in Atlas for office and project supplies.
Office Administration:
  • General administrative assistance including maintaining filing system for the JP;
  • Travel arrangements and leave monitoring on Atlas
  • Other Duties:
  • Perform other duties when required.

Required Skills and Experience
Education:

  • Bachelor’s Degree in economics, Social Sciences, Political Science, International Relations or a related field.
Experience:
  • At least 3 years of progressively responsible experience in programme management/administration.
  • Experience in using multiple office software packages.
  • Experience in the use of ATLAS is an asset.
  • Experience with joint programme’s is added advantage.
  • Field UN experience is added advantage.
Language Requirements:
  • Fluency in English and Kiswahili languages.
Other:
  • Ability to apply various ICT tools/systems to collect, analyze, record and communicate data (information).
