OVERVIEW OF THE FUNCTIONS OF THE POST
Background

UNESCO is part of the UN Agencies implementing the UN Joint Programme on “Empowering Adolescent Girls and Young Women through Education in Tanzania”. The Implementation commenced in 2016 and ends in 2021. Part of the programme works to support out of school adolescent girls and young women in Mainland and Zanzibar specifically in Ngorongoro, Kasulu, Sengerema and Mkoani districts. Among the projects objectives is to provide non-formal Technical and Vocational Education and Training (TVET) and entrepreneurial skills development opportunities for livelihoods development of adolescent girls and young women who are out-of-school. The project has provided a number of youths with various skills including basic literacy. In addition, about 846 out of school youth were enrolled for prevocational skills training and gained skills in making batik, bar and liquid soap, nutritious flour, petroleum jelly, detergents and leather products. Further marketing identification and search were among the skills gained by the youths.

Despite the training in market identification and search, there are limitations in access to information related to the products they produce and market. This is due the limited communication skills which is exacerbated by lack of ICT skills hence not in a position to achieving their business goals. The COVID-19 pandemic has also slowed down progress in their business. In the effort to respond to these challenges, the UNESCO Dar es Salaam Office is planning to equip selected out-of-school adolescent girls and young women with digital literacy skills associated with provision of smartphones. This will also be linked to access to Sexual and Reproductive Health (SRH) information for reducing unwanted pregnancies and Gender Based Violence (GBV).

Overall Objective
The main objective of the consultancy is to facilitate digital literacy skills training for out of school adolescent girls and young women in Ngorongoro, Kasulu, Sengerema and Mkoani districts.

Tasks
  • Submit inception report describing the implementation approach and timeframe. Needs assessment tools shall be part of the inception report
  • Conduct training needs assessment for the out of school youth in order identify knowledge gaps.
  • Prepare training package for out of school adolescent girls and young women based on the training needs assessment conducted. Some of the content shall include but not limited to use of mobile phone applications, social media platforms, use internet search tools and SRH information platforms.
  • Work closely with UNESCO and the government authorities (district and ward level) in the selection of beneficiaries to train (400 youth – 100 per district).
  • Train the selected out of school youth in Ngorongoro, Kasulu, Sengerema and Mkoani districts.
  • Submit an activity report.

Duration
The assignment will be carried out for 48 days (excluding travel days) where the contract will last for up to 3 months.

REQUIRED QUALIFICATIONS
  • At least MA in Mass Communication, ICT, Education, sociology or related field;
  • Knowledge and experience of no less than 5 years working on education or related programmes at national, regional and local level; and with government of Tanzania.
  • Knowledge and experience of working with youth/communities.
  • Ability to work independently under minimum supervision; and
  • Excellent writing skills as well as verbal communication skills (in English and Kiswahili).
  • Proven experience with similar assignments in Tanzania
  • Effective inter-personal skills, leadership, team player, ability to maintain excellent client relations
  • Knowledge of UN and its internal processes is an added advantage.
