JOB SUMMARY
Program Manager contributes to the mission of the organization by managing all aspects of Medical Team International’s field program in Tanzania. The Program Manager will have specific responsibilities for the development, management, and coordination of field operations, representing MTI to partners and key stakeholders in country, providing financial oversight and accountability of Medical Teams International resources and compliance with policies and procedures, and reporting regularly on program activities and finances.

JOB SUMMARY
Responsible for the daily operations of the laboratory department including performing routine lab investigations, maintaining inventory of laboratory supplies and providing direct supervision to the Laboratory Assistant. Ensure security and hygiene measures are respected at all times.
JOB RESPONSIBILITIES
- Collect samples, including performing phlebotomy and conducting home visits to patients unable to travel to health facility, and conduct routine laboratory investigations for patients.
- Interpret laboratory results, communicate findings to clinicians and file reports while ensuring confidentiality.
- Process specimens to be sent to outside laboratories and do follow up as required.
- Maintain quality control of specimen samples.
- Ensure hygiene and sterilization criteria, including universal precautions, are met; manage waste as per good laboratory practices.
- Ensure biomedical equipment is in good working order by using in accordance with user manual and protocols, perform cleaning and minor maintenance and alert supervisor in case of malfunctioning.
- Responsible for departmental materials management including requisition and ensuring appropriate consumption to maintain departmental inventory levels.
- Develop and conduct CMEs for medical staff as required.
- Ensure that medical practices are conducted with the highest level of integrity and ethics according to professional and MTI Code of Conduct
- Ensure direct reports have clear objectives, receive mentorship and participate in capacity building opportunities.
- Conduct performance evaluations and enforce disciplinary procedures as per MTI policy.
- Support safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, Child & Vulnerable Adult protection, and harassment-free workplace policies.
- Other duties as assigned.
EDUCATION, LICENSES, & CERTIFICATIONS
- Diploma in Medical Laboratory Science is required
- Registered with Health Laboratory Technologists’ Council (HLT C) Tanzania
- Valid practicing license is required.
- Additional qualifications in Laboratory Management is an added advantage
EXPERIENCE
- Minimum 2 years of experience in a similar role is required.
- Completed internship.
- Experience working with an international NGO is an added advantage.

- Dispenses medication to patients according to medical prescription, ensuring the medication is labeled with the correct drug name, strength, quantity, expiry date, directions for use and additional required information and providing clear instructions and advice on how to take the drug, when, how long, how to store, possible side-effects and any other relevant warnings. Making sure the patient understands in order to ensure correct treatment.
- Adhering to Medical Teams International’s practice policies and procedures for dispensing medicines, in particular those relating to controlled drugs and ensuring respect of confidentiality in dispensing
- Placing accurate and timely orders with the central stock, maintaining minimum stock levels of medicines, checking expiry dates and storage conditions and ensuring no medicines or material are taken out of the dispensary without authorization.
- Maintaining accurate dispensing records and regularly reporting them to his/her technical reference. Ensuring returned and out-of-date medication is safely removed to a well designated quarantine zone for unwanted pharmaceuticals, separated from the normal stock.
- Organizing and keeping clean the dispensing area, ensuring cleanliness and care in handling medicines to avoid contamination and mix-up. Maintaining dispensary equipment, ensuring it is clean, accurate and in a good state of repair.
- Maintaining the integrity and security of the dispensary by admitting only authorized personnel and ensuring that all medicines are stored as appropriate. Reporting immediately to the technical reference on any problem arising in the service (especially loss, robbery, quality problems with medicines (abnormal changes in colour, consistency, and odour) damage of medical equipment or medicines).
- Carrying out Patient Therapeutic Education (PTE) and interacting with patient using a patient-based approach to accompany chronic disease (HIV, TB, etc.) patients along their visits. Receiving patients, informing about treatment and adherence, giving appointment for the next drug delivery. Informing the medical doctor in case of lack of adherence and identifying the reasons and finding solutions to improve adherence.
- Understanding, recording and informing on any complaint received from patients related to medicine use or side effects.
- Support safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, Child & Vulnerable Adult protection, and harassment-free workplace policies.

JOB SUMMARY

JOB RESPONSIBILITIES
- Responsible for ensuring all programs comply with MTI, MOH and donor requirements; ensure that staff adhere to all MTI policies, Code of Conduct and ethical standards
- Collaborate with Director of Programs to develop the budget; responsible for monitoring financial performance of programs to ensure project objectives are achieved within allocated resources; analyse budget in Unit 4 ERP system and raise budgetary challenges to supervisor or Finance team
- Responsible for ensuring the effective implementation of HR functions related to staff management (hiring, training, promotion, scheduling, disciplinary action, termination) and ensure training and capacity building of regional staff
- Responsible for overseeing the effective implementation of Operations and Finance functions to ensure Programs Department is well supported in carrying out activities
- Develop effective working relationships with relevant stakeholders, implementing partners and community leaders, including representing MTI at health coordination meetings and communicating relevant information back to staff
- Participate with the Field Management Team to develop regional objectives and change management
- Ensure documentation of accurate records of business decisions, actions, and practices undertaken on all projects
- Monitor the general dynamics and context of the region and identify potential risks to service delivery and security implications; coordinate actions to mitigate risks
- Maintain effective communication between field and country office, submit weekly sitrep and regular budget analysis report, compile incident reports as required per policy
- Respond to crisis and make final decisions for action, in collaboration with SMT as needed
- Responsible for submitting the final draft of donor reports by coordinating timely submission of data and preliminary reports from all departments, ensuring accuracy and completeness of data, and timeliness of report submission
- Conduct orientation and debriefs and evaluations with international volunteers; follow up on feedback accordingly
- Responsible for the appropriate use of materials and assets in accordance with budget holder authority
- Ensure direct reports have clear objectives, receive mentorship and participate in capacity building opportunities
- Conduct performance evaluations and enforce disciplinary procedures as per MTI policy
- Ensure accountability is integrated into country strategies, program design, monitoring and evaluations, recruitment, staff on boarding, trainings and performance management, partnership agreements, and highlighted in reporting.
- Ensure the Safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, Child & Vulnerable Adult protection, and harassment-free workplace policies.

EDUCATION, LICENSES, & CERTIFICATIONS
- Strong working knowledge of health-sector issues and effective interventions in developing countries.
- Master’s degree or equivalent academic and management experience in field relevant to humanitarian work.
- Fluent speaking and writing in English and Swahili essential
EXPERIENCE
- 5 years of progressive experience managing multi-donor health services projects with an international NGO is required
- Proven organizational and management skills, including strategic planning, achieving results, coordinating and supporting a diverse team, and resource management.
- Experience in proposal writing will be an added advantage
