Job Purpose (the overall purpose and function of the job):
To provide leadership and operational oversight for the implementation of the Child Blindness (MTOTO Angaza) Project, this is a USAID funded project focusing on improving the availability and accessibility of quality eye health services for children, in and out of schools in Manyoni, Iramba, Ikungi and Singida Rural districts of Singida Region. The role of the incumbent is specifically to provide timely support and work with the Singida Regional authority, and other project partners that include Muhimbili National Hospital, government line Ministries – Ministry of Health, Community Development, Gender, Elderly and Children (MOHCDGEC) and President’s Office, Regional Administration and Local Government (PO-RALG) for enhancing equal accountabilities; and therefore play a key leading role in planning and reviews, implementation, continuous monitoring, reporting, documentation and advocacy. Communicate timely with Singida Regional authority, Country Office/donors on the policy influencing and implications as to foster change and sustainability.
In collaboration with regional, district and other partners working in the same localities, facilitate the knowledge sharing and learnings, and identification of new opportunities that interlinks with the health systems strengthening for improved and sustainable eye health services delivery.
Principal Accountabilities (specific activities and end results):
Project Strategic Planning and Implementation (40%)
• Lead the planning and implementation of the MTOTO Angaza (Child Blindness eye health project) activities in collaboration with the regional and district eye health coordinators and project-based partners. Be fully aware of and actively participate in the development and review of plans in relation to the Country and donor reporting timelines.
• Build on technical knowledge, personal understanding of the new National eye health strategic plan (2018 – 2022) as to enhance the coordination and implementation of the project in place.
• Ensure and maintain a gender sensitive lens and work towards gender equity during the undertakings of the activities. NOTE that project must reflect the Government of Tanzania’s priorities (or influencing updates in policy) and be aligned to building their capacity (regional and district) to effectively provide eye health care services to all targeted children, particularly children with disabilities.
• Ensure that partnerships engaged with that include Muhimbili National Hospital and government line Ministries are reflecting programme quality and adhering to Sightsavers and donor reporting standards.
• Using the right based approach, ensure that the project you are supporting is embracing the Theory of Change and aligns with government health services and environmental management guidelines.
• Promote shared learning and collaboration between partners by facilitating partner networks and meetings. Hence Coordinate joint advocacy work as outlined in the project document.
• Supporting partners to manage all aspects of the project cycle including planning, implementation, monitoring & evaluation.
• Supporting the partner to ensure that all project documentation and reports are made available in a timely and accessible way.
• Ensuring that we are appropriately accountable to the regional AND district local governments of the FOUR targeted districts and comply with the donor and government requirements as deemed necessary.
• Identifying and effectively managing all risks that would potentially affect project implementation and the project outcomes.
Project Partnership, Networking and Management (20%)
• Developing and maintaining an effective partnership with all implementing partners (Regional and local authorities)
• Ensuring that project partners are supported to deliver high quality project outputs on a timely basis.
• Supporting partners in the identification of their capacity building needs and helping facilitate the building of these capacities.
• Organizing quarterly and annual review meetings/workshops to coordinate project implementing partners and encouraging networking and collaboration amongest implementing partners.
Monitoring, Evaluation and Learning. (20%)
• Assessing performance against agreed project objectives, indicators, and standards/ approaches.
• Documenting success stories and case studies on project impact and disseminating to relevant stakeholders.
• Ensuring accurate, sufficient, and timely flow of information and progress reports (narrative and financial) to the country office.
• Identifying research opportunities and documenting lessons learned from monitoring, evaluation and impact assessment and dissemination findings.
• Coordinating project reviews and evaluations (mid and final)
Financial & Resource Management (15%)
• Developing annual operational plans and managing the budget allocated to the project ensuring that agreed results are delivered in time and within the budget available.
• Preparing annual project budgets and quarterly financial forecasts and monitor expenditure against budget.
• Ensuring that partners submit timely funding requests and financial returns.
• Ensuring that partners manage and utilise project assets as per Sightsavers’ and BLF contract and procedures.
• Managing partner contracts/MOU and ensuring partners’ compliance to the terms and conditions of the grant as agreed with Sightsavers and CBP.
• Following up with partners any actions arising from audits carried out by Sightsavers country office or by external auditors.
Information & Communication Management (5%)
• Be proactive in providing the programme manager and programme officer (M & E) with additional information, case studies, interesting news stories etc. relating to the project the officer is responsible for.
• Participate in all PR activities within Tanzania.
• Represent the project at various forums, meetings and advocate for the project aims and objectives.
• Attend to visitors to and from the projects and partners.
The principal accountabilities are not meant to be an exhaustive list of tasks. The need for flexibility is required and the job holder is expected to carry out any other related duties that are within the employee's skills and abilities whenever reasonably instructed.

Knowledge (Education & Related Experience):
• University Degree (or equivalent) in Relevant Field (Health Sciences, Social Sciences, Development Studies, economics)
• Experience in a similar role
• Post graduate studies in Public health and project planning and management is desirable.
• Extensive work experience ideally gained in an NGO environment managing social development related projects.
• Experience of health and social programming in partnership with government
• Experience of all aspects of project management in donor supported initiatives (especially multilateral donors (FCDO, USAID, EU etc.)
• Good understanding and experience of working with Regional and District Health Management Teams.( RHMTs and CHMTs)
• Experience of working with projects managed through partners (Consortium, civil society, government)
Skills (Special Training or Competence):
• Good understanding and hands-on M&E tools and activities (especially project cycle management, log frame and donor reporting)
• Excellent project management skills including partnership management and team leadership.
• Excellent interpersonal, analytical and communication skills (both oral and written) with strong command of written English skills.
• Good IT skills
• Ability to understand and work with project budgets, forecasts, and reports.
• Good communication and facilitation skills in adult learning set ups
• Analytical skills and action research and documentation
