role PURPOSE

Plan International Tanzania has responded to the Burundian Emergency program in Kibondo and Kasulu since October 2015 due to Burundian refugees’ influx with special focus on Case Management, Psychosocial support activities and Education in Emergencies (EiE).
This role will be responsible for supporting strengthening the quality of Plan International’s child protection in emergency programme including child protection case management, Best Interests Procedures (BIP) to support durable solutions such as alternative family based care, voluntary repatriation, cross boarder FTR etc. the role will also support in providing guidance to case management team in collaboration with other departments, partners and communities to ensure supervision and monitoring of alternative care arrangements for unaccompanied and separated children including family and community reintegration, ensuring their referral to other necessary services in the camp, effective case management supported by CPIMS+ which is the online web based system. S/he will be responsible for building the capacity of the case management team in implementing timely, quality and appropriate gender and age sensitive case management interventions for the vulnerable children in refugee camps and surrounding communities. S/he will also support field-based coaching, supervision and mentorship of case workers and community refugee case workers.
Dimensions of the Role
Programme Development and Quality Implementation: Provide technical support for comprehensive child protection case management programming including implementation of durable solutions such as long-term care, resettlement and voluntary repatriation in Plan’s overall child protection response. This would also include (and not limited) to regular assessment and analysis and strategic suggestions for programme design / modification, supervision, coaching and mentorship of case management team, quality BIA/BID reviews and tracking in close collaboration with UNHCR BIP focal person, roll out and dissemination of the revised CPMS standards, Data protection principles, SOPs and other key interagency guidelines in collaboration with CPIE manager and Specialist. The Child Protection Coordinator will participate in the development of quality child protection proposals as per donors’ requirements in collaboration with CPIE Manager, ERM, compliance and Business Development teams. S/he will also support in conducting case management audits, spot checks, data analysis from CPIMS+ system in collaboration with CPIMS+ coordinator and generating reports to inform trends, advocacy and decision making.
Staff and Budget Management: Shall be responsible for guiding case management team in the implementation of case management interventions and corresponding budgets in close collaboration with CPIE manager. This will be done in coordination with the Reporting and Compliance Coordinators, manager, MEAL in order to ensure that projects and spending are on track. Provide direct line management to a team of Case Management Officers (who supervise a growing team of 26 Social Workers & Government Social Welfare officers) as well as working alongside the CPIMS+ coordinator and CPIMS+ Assistant to roll out the upgraded V.2 and mobile app for case management.
Representation, Coordination and Advocacy: Represent Plan at District, camp based coordination and interagency meetings and initiatives related to case management and SGBV issues. Ensure active participation in the Case Management Task Force that is co by Plan International and led by UNHCR etc. Contribute to and participate in advocacy initiatives geared towards preventing and or responding to child protection issues

Programme implementation:
- Contribute to all aspects of the child protection and specifically case management/BIP creativity programme design and implementation with particular/lead responsibility for developing the case management and durable solutions components
- Support in development of practical guidance notes in collaboration with CPIE specialist and manager
- Ensure case management teams have tools and guidance, including MEAL tools, to ensure effective programming and support in simplification/translation
- Ensure the access of child protection case management services as needed to affected boys and girls and their families in line with set standards and Information sharing/data protection protocol
- Support case management officers to ensure proper filing, documentation and uploading of case management interagency forms and support in maintaining high quality of case management services and timely updating of children records/case files
- Support community level case management programming through mentorship, coaching and dissemination of relevant standards and to encourage knowledge transfer to support child protection services
- Support capacity building on supervision, coaching, mentorship and monitoring of the supervision and coaching model and tools and ensure the same is replicated to community refugee case workers
- Support in roll out of revised CPMS standards, data protection principles, COVID-19 adaptations, child safeguarding, PSEA, SGBV related materials among others
- In collaboration with CPIMS+ coordinator, ensure full utilization of the CPPIMS+ online system, analysis, report generation, identifying gaps for UNICEF support etc
- BIA/BID review and ensuring quality documentation, collaborate with UNHCR focal person to organize BID panels and recommend areas for strengthening for full implementation of BIP safeguards
- Support in maintaining a clean caseload of UASC following verification exercise, foster parents’ database, VOLREP tracker, retrieved children and children under CM
- Lead the development of case management specific detailed implementation plans working with the teams and ensure their periodic reviews
- Lead the development of case management specific procurement plans and endure their periodic reviews
- Participate in budget reviews (BVA) meetings, ensuring the provision of feedback/Variance explanation on case management specific interventions
- work with CPIE manager and Specialist to support CPIE mainstreaming initiatives across all sectors such as EIE, WASH, Shelter, Health/Nutrition, Camp management etc
- support safe reporting and capacity building on Child Safeguarding and SEA and support in Case management team orientation and induction
- Periodically conduct case management audit/spot checks in collaboration with manager and specialist Collaborate with UNCHR, TRCS/ICRC to support camp based and cross boarder FTR under guidance of the manager and Specialist
- Support camp consolidation activities such as UASC activities, information dissemination to UASC and foster parents and mapping locations UASC locations for continuity of Case management services and linkage to other services
- Provide regular technical guidance and support to the CP case management team as guided by the CPiE Specialist
- Contribute to the recruitment, inception and training of staff related with Case management
- Participate in the dissemination of all technical guidelines and tools for case management and other related aspects as provided by the CPiE Specialist(s)
- suggest to the Emergency Response Management Team on child protection related human resource and administration needs including CP team welfare particularly related to case management
- Provide regular updates to ERM management team regarding priorities and constraints – verbally and in writing on an agreed frequency.
- Ensure the roll out of the revised BIP guidelines as guided by the CPiE Specialist
- Develop an annual case management / alternative care capacity building plan for case management staff and community volunteers based on needs assessment of case management staff
- Deliver high quality case management training to case management staff, including aspects of IASC guidelines, CPMS, cross cutting themes and where needed support Inter-Agency Case Management Training
- Coach and mentor a growing team of case management staff to implement timely, quality and appropriate case work, documentation, direct support and referral and appropriate follow-up for the children
- Lead the dissemination of orientation and training materials for teachers, youth volunteers, parents/caregivers and children on case management
- Contribute in documenting Plan’s experience, lessons learnt and case studies
- Support report writing and donor compliance
- Participate in designing and conducting regular assessments and analyses to inform programme design and modifications in collaboration with the MEAL team
- Support, as a member of a CPIMS/Case Management Sub Working Group, an inter-agency transition to CPIMS Primero in early 2018 and its use in Plan as an effective tool to support quality programming, reporting and advocacy
- Monitor the quality of project activities and support evaluation of the same in collaboration with the MEAL team
- Responsible for coordinating information sharing and dissemination of articles, case studies, change/success stories and presentations highlighting work in CPiE
- In strong linkage with the CPiE Manager and CPiE Specialist, ensure good communication and coordination with case management team members through regular programme coordination meetings (or other if needed)
- Ensure effective coordination with other programme Coordinators such as PSS/CB, youth and Education teams as well as integration in order to respond to the holistic needs of children and adolescents
- Ensure management of staff performance for the case management team bi annually
- Ensure team building activities are conducted in collaboration with the CPiE Manager for effective staff care and support
- Perform HR related functions such as filling of timesheets, development and implementation of leave plans etc. for the case management team in a timely manner based on Plan International Policies
- Ensure adherence to local policies and regulations
- Work in close relationship with the government representative in Kibondo and Kakonko Districts and other partners/UN agencies present in the camps
- Participate in, case management and SGBV working groups/bilateral meetings, etc.
- Represent Plan in Case conferences, BID panel and other Case Management forums as required
- Maintain regular interaction at field level with other NGOs and UN bodies such as IRC, Help Age, MSF, TRCS, Save the Children, UNHCR and UNICEF to effectively respond to child protection issues in the camps
Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
Key relationships
The Child Protection Coordinator will have significant contact with Plan’s Child Protection team and will liaise closely with the CPiE Manager, ERM, CPiE Specialist MEAL team,, EiE Team and Youth team. The

- The qualified candidate will be a child protection in emergencies professional with relevant degree in Psychology, anthropology, Social work or equivalent.

Essential:
