Program Delivery (PDEL) - Pact exists to help create a world where those who are poor and marginalized exercise their voice, build their own solutions, and take ownership of their future. Position Overview
Reporting to the DCOP, is responsible for all aspects of the technical activities and services. S/he will work collaboratively with the Sr. Community Engagement Specialist and Technical Director to design and implement SBCC campaigns and community level interventions to increase provider and end user uptake and adherence to health control interventions and to facilitate individual acceptance of and community mobilization around health interventions. This position is based in Tanzania and is contingent upon award.

- Formulate project SBCC objectives and develop strategies for their achievement.
- Develop comprehensive Family Planning/Reproductive Health and/or Maternal Newborn Child Health tools and SBCC campaign activities, using evidence-based theories and methodologies, in close collaboration with the Health communications unit of the Ministry of Health and Social Welfare, Elderly and Children( MOHCDGEC).
- Leads the development and implementaiton of DBCC, IEC, and interpersonal counseling strategy and activities
- Provide day-to-day management of the project’s SBCC and community level activities.
- Manage the work of any research firms, advertising agencies, public relations experts, production vendors, community mobilizers, and/or consultants hired by the project to assist with SBCC or community level work. This includes building capacity of local implementing partners to implement quality and successful SBCC work.
- Collaborate with other technical specialists and stakeholders beyond the project to ensure coordination of materials and communication message strategies and avoid gaps and overlaps.
- Ensure that SBCC materials are pre-tested, proved effective and used efficiently and by the correct target group.
- Help develop, maintain, and follow the indicators set in the workplan for SBCC and community-level activities.
- Work with M&E Advisor to monitor and evaluate the progress and impact of SBCC activities.
- Contribute to regular quarterly and annual reports to the client.
- Document project results and impacts in various forms, including media stories, lessons learned, case studies, client satisfaction, etc.
- Other duties as assigned.
- Other tasks as required to achieve the Program Objectives and Expected Results.

- Master’s Degree in Development Communications, Media, Broadcasting, Public Health, Medicine, Social Sciences (such as Medical Anthropology), Education, or other field related to the concerns of the project.
- At least 9 years of experience in projects of similar or related nature, size, and complexity, with national or local governments, NGOs, or donors; with preference given to a candidate who has actually worked in devolved health settings.
- Demonstrated understanding and familiarity with development communications issues and solutions, especially in public health.
- Familiarity and understanding of USAID policies and procedures (highly preferred), or those of other donors, donor-funded projects, community-based projects, or corporate social responsibility projects.
- Proven abilities to set priorities, to multi-task, and to work collaboratively across technical disciplines.
- Possess outstanding professional reputation and have strong demonstrated interpersonal, written, and oral presentation skills.
- Willingness to travel within the country as needed.
- Oral and written English language required, additional knowledge of local languages preferred.
Preferred Qualifications
- Tanzanian National preferred.
