For every child, Health
In Tanzania, 40,000 newborns die each year and another 40,000 babies are stillborn. Moreover, the country records up 8,000 maternal deaths yearly with poor quality of care (QoC) as one of the major causes. With the drastic increase in proportion of women delivering in health facilities in the last decade, poor quality of care has become a significant and concerning contributor to maternal and perinatal mortality in the country.

To address issues surrounding quality of care, UNICEF embarked on and developed a unique social accountability program that leverages health care users’ feedback, Mama na Mwana (MnM), to improve quality of RMNCAH services and contribute to the reduction of maternal, neonatal and postnatal mortality. Mama na Mwana program promotes health seeking behavior (better utilization) among pregnant and lactating women and increases health facilities’ accountability to communities. The program utilizes mobile phone technology platform (mHealth) as a tool for collecting clients’ feedback, analyze them to generate results/themes that are discussed at community level during social dialogues.

Another promising approach towards improving quality of care is the Human centered Design (HCD). This approach positions end-users at the center of service delivery cycle, from design, implementation, evaluation, and proposition of solution to identified barriers. Through this approach, end users are empowered to identify and develop solutions that are context specific and beneficiary centered. With this understanding mind, UNICEF Tanzania country office plans to integrate Human Centered Design approach into Mama na Mwana program.

How can you make a difference?
Human centered design aims to generate/ produce /deliver systems products including health care services by starting with the end-users/beneficiaries in mind. Mama na Mwana focus is also beneficiaries’ empowerment and engagement and for this case, clients receiving RMNCAH services. Integration of Human Centered Design in specific points within the Mama na Mwana pathways will increase efficiency and effectiveness of Mama na Mwana program, prevent implementation of parallel programs with similar end goal and the strengthen Mama na Mwana results across the board.

MAIN OBJECTIVES, DELIVERABLES AND TIME FRAME
Main objectives:

The overall objective of this consultancy is to support UNICEF Tanzania’s Health section to develop and implement HCD applied Mama na Mwana program.
The specific objectives include:
  • To provide technical support in the integration of Human Centered Design into Mama na Mwana Program
  • To capacitate health care system to implement HCD applied Mama na Mwana program
  • To document and disseminate learnings from HCD/MnM integration for implementation at scale

Specific Tasks of the consultant
The consultant is expected to support UNICEF Health section with technical expertise on Human centered Design and work on the following tasks contributing to the consultancy objectives:
Review of the current MnM programme and development of comprehensive report on HCD integration in MnM pathways
  • Develop HCD/MnM training manual and support training of key stakeholders
  • Engage and capacitate key stakeholders on HCD and HCD applied MnM program
  • Lead implementation of HCD focused social dialogues in Mama na Mwana learning districts
  • Compile and share progress reports of HCD integration in Mama na Mwana learning districts
  • Document learnings, develop and share a checklist for stepwise HCD/MnM integration*Expected date of completion would be highly affected by COVID-19 pandemic situation. This will be adjusted and updated regularly depending on the COVID-19 situation and Government’s approvals by having regular consultation between the consultant and supervisors.

PAYMENT SCHEDULE.
Payments will be made upon submission and acceptance of the specified deliverables in the table above under section TASKS, DELIVERABLE AND TIME FRAME. UNICEF reserves the right to withhold all or portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered or for failure to meet deadlines.

SUPERVISION.
The Consultant will work under the supervision of the Health Specialist, in close collaboration with the Health Manager (PHC) and C4D specialist.

EVALUATION PROCESS AND METHODOLOGY.
Proposals will be both technically and financially evaluated. The technical part will carry a weight of 75%, in which the consultant will put clear his/her technical approach to ensure quality attainment of each deliverable and the consultancy in totality. The financial part will carry 25% showing proposed budget breakdown of consultancy cost for each deliverable and eventual total consultancy cost. This will make a total of 100%.

METHODOLOGY
The consultant will work under direct guidance of the MNH QoC Health specialist with consultation of the C4D specialist and overall guidance of the Health manager for Primary Health Care (PHC). When need arises, the consultant will also receive specific guidance from other health specialists

within the section. Furthermore, for smooth implementation and delivery of expected tasks, the consultant will be required to work closely with various Government counterparts, development partners and implementing partners.

Along the same line, the consultant will be responsible for day to day communication with relevant stakeholders as a UNICEF representative when necessary to complete her/his tasks. S/he will be requested to regularly update the progress status to UNICEF team members by oral or written as appropriate.

LOGISTIC AND LOCATION.
The work will entail travels to Chunya and Mbarali and a total of 15 trips are planned during the consultancy period.

MEDICAL EVACUATION COVERAGE.
The consultant will be required to submit the proof of medical/Health Insurance with medical evacuation coverage.

To qualify as an advocate for every child you will need to have the following:
  • Advanced degree in public health
  • Fluency in spoken and written English and Swahili
  • Employment experience – 8 years progressively responsible professional work experience at
  • global and national level in health- especially Quality Improvement (QI)/QoC. A suitable
  • candidate should have experience in the following areas:
  • Solid knowledge and experience of working and leading HCD related programs at
  • global/national level
  • Experience in translating HCD approach into practical programs
  • Work experience HRH capacity building/training programs will be an added advantage
  • Experience in stakeholder engagement and communication at both, national and subnational levels
